Can truckers be confident that federal highway taxes will not rise? The administration's budget, released on February 6, appeared to show that the federal Highway Trust Fund (HTF) would maintain a positive balance through fiscal 2010. That is one year past the expiration date of the highway spending and tax bill (SAFETEA-LU).
